Tim Colbourne is a policy analyst and strategic adviser with 25 years' experience working across the public, private and voluntary sectors in the UK and US. Following an early career in criminal justice policy and prison reform, he went on to serve in 10 Downing Street as a senior advisor to the coalition Conservative/Liberal Democrat government of 2010–15, where he held a diverse portfolio including technology policy, national security, and civil liberties.

Relocating to California in 2019, he worked for six years as Strategic Advisor to the President of Global Affairs at Meta, focusing in particular on platform governance, transparency, and government regulation.

Tim holds a BA in Social and Political Sciences from Cambridge University, an MSc in Social Policy and Planning from the London School of Economics, and is currently pursuing an MSc in Food Policy at City St George's, University of London. He is passionate about technology, nature, biodiversity and systems change.
